Having spent a major part of my career trying to draw a straight line from Marshall through Pigou and Abba Lerner to an elucidation and then application of the principles of economically efficient regulatorily prescribed pricing of public utility services, I am grateful for this opportunity to appraise the current status of the deregulation movement, in which I have likewise had the rare opportunity to play a leading role.
