The Clinton years saw unprecedented high-level engagement in Africa and the articulation of a vision of partnership based on consultation and ambitious policy initiatives. Though important results were achieved in some areas, the administration encountered substantial obstacles linked to Africa's worsening environment and to internal constraints.
