FROM its earliest phase opposition to the reform movement in Turkey has arisen with the governing classes, who were apprehensive of their privileges, rather than with the Sultans, who realized that if the oppression of the Christian races within the Empire continued it would provide European Powers with a pretext for intervention in the affairs of the Ottoman Dominions that was calculated to promote the dismemberment of the State.
